An appraisal of the role of local government councils in fostering political stability: A study of Ilorin East Local Government Area, Kwara State

Background of the study
Local government councils are fundamental to the decentralization of power and the promotion of political stability at the grassroots level. In Ilorin East Local Government Area, Kwara State, these councils are tasked with ensuring that policies and services are delivered effectively, while also mediating conflicts and addressing local grievances. The active involvement of council members in community affairs has been shown to promote transparency and accountability, which are key ingredients for political stability (Olawale, 2023). However, challenges such as inadequate funding, bureaucratic inefficiencies, and political interference have often impeded their ability to function optimally (Bello, 2024). Recent studies emphasize that when local government councils are empowered and operate within a framework of accountability, they contribute significantly to reducing political tensions and fostering a stable environment conducive to development (Ajibola, 2025). This study aims to appraise the role of these councils in ensuring political stability by evaluating their performance in conflict resolution, policy implementation, and community engagement.

Statement of the problem
Ilorin East Local Government Area continues to experience challenges related to political instability and administrative inefficiencies, which have been partly attributed to the underperformance of local government councils. The inability of these councils to effectively resolve local conflicts and deliver essential services has resulted in political tensions and diminished public trust. Political interference and limited operational autonomy further constrain the councils’ ability to address local issues effectively. This study seeks to identify the factors hindering the optimal performance of local government councils and assess their impact on political stability. The findings are intended to inform policy recommendations aimed at enhancing the capacity and autonomy of these councils to better serve their communities.

Objectives of the study:

  1. To evaluate the role of local government councils in promoting political stability in Ilorin East.

  2. To identify the challenges faced by councils in conflict resolution and service delivery.

  3. To recommend measures for strengthening the effectiveness of local councils.

Research questions:

  1. How do local government councils contribute to political stability in Ilorin East?

  2. What are the main challenges that impede the effective functioning of these councils?

  3. What strategies can enhance the role of local councils in fostering stability?

Research Hypotheses:

  1. H1: Effective local government councils significantly enhance political stability.

  2. H2: Administrative inefficiencies negatively impact the performance of local councils.

  3. H3: Empowering local councils will lead to improved service delivery and conflict resolution.

Significance of the study
This study is significant as it investigates the crucial role of local government councils in ensuring political stability in Ilorin East. The research provides insights that will assist policymakers and local authorities in identifying and addressing operational challenges. Strengthening the capacity of these councils is expected to enhance community trust and foster a more stable political environment, which is essential for sustainable local development (Sulaimon, 2024).

Scope and limitations of the study:
This study is limited to examining the role of local government councils in fostering political stability within Ilorin East Local Government Area, Kwara State. It focuses on their performance in conflict resolution and service delivery.
